Ragpiq charges a fee on sales of User items, calculated as a percentage of the sale price. The percentage scales with the commission you charge: the more of each sale you keep, the higher the band. Full table on the pricing page.
Fees are calculated at checkout when the item is sold.

Open Account → General → Billing. The full fee table by band is on the pricing page.
The commission you charge is set separately, in Account → Preferences → Pricing. See Commission Rates.
Payment Processing
Ragpiq covers the payment processing cost on your sales. You are charged the owner's share plus the Ragpiq fee, and nothing else. There is no separate transaction fee.
You still need a payout method on file so sales can settle. Add one in Account → General → Payouts.
